1- You can get better performance on XP
2- Make a clean install of GTA San Andreas
3- If you're a cracker you can just put the cracked 1.1 game fix in GTA directory.
4- If you have time do a disk defrag, it can help getting more 3 fps some times
5- Run the game
6- http://www.intel.com/support/graphics/sb/cs-028229.htm. That info for me it's false. Not only X3100 can't get that resolution on a laptop LCD but also at 1280x800x16 (or 32) with visual fx at High the game is not playable at least for me.
7- If you can't too, use this:
Draw Distance: XP- Middle; Vista- 0%
Frame Limiter - On
WideScreen - As you Wish
Visual FX - Low
Mip Maping - On
Anti Aliasing - Off
Resolution - 1280x800x32
7- Start the game and enjoy (modding the game will cost you to reduce resolution)
Optional- Make a savegame. Exit the game. Run a program like TuneUp Utilities and make Regitry cleanup. It will deleted unusefull and unused registry. Make a disk cleanup to deleted unesesery files if you want to. This CAN increase 2fps, not garanted :P
Posting soon settings and/or tweaks to run Oblivion, Devil May Cry 4 and Left for Dead
Don't forget to vote.
EDIT:
If you're going to play SA-MP or MTA (San Andreas Multiplayer) get your draw distance to 0. If it isn't enough, get your resolution lower.
